The 2018/2019 Continuing Education academic calendar includes 5 Instructional Improvement (flex) days for all 18 week classroom contract and adjunct faculty. Flex is defined in Title 5 as "in lieu of instruction." It is designed for faculty to conduct staff, student, and instructional improvement activities. These hours must be monitored for state apportionment.

Following are guidelines for implementation of the Instructional Improvement (flex) obligation.

1. All contract faculty who have an 18-week classroom assignment and adjunct faculty with an 18-week classroom assignment who teach on the designated Instructional Improvement (flex) days will have a required flex obligation. The FLEX days are as follows:

Fall 2018: Wednesday, August 29, 2018,
Thursday, August 30, 2018 and
Friday, August 31, 2018
Spring 2019: Monday, January 28, 2019 and Tuesday, January 29, 2019
2. There is no Instructional Improvement (FLEX) obligation for short-term (less than 18 week) classroom assignments for contract and adjunct faculty.
3. The required Instructional Improvement (flex) obligation for 2018-2019 is as follows:

CONTRACT:

The instructional improvement (flex) obligation for faculty who have any 18-week classroom assignment, regardless of the days of the week the class is taught, is based upon the contract load as follows:

Example: 100% Classroom Assignment

Fall: 15 hours (3 flex days x 5 hours/day)
Spring: 10 hours (2 flex days x 5 hours/day)
Total: 25 hours = 5 flex days per year

Partial contracts (less than 100%) will be proportionate.


Example: 60% Classroom Assignment

Fall: 9 hours (3 flex days x 5 hours/day x 60%)
Spring: 6 hours (2 flex days x 5 hours/day x 60%)
Total: 15 hours

Overload:  Contract faculty who have any portion of an 18-week classroom assignment as overload will be assigned a flex obligation for the overload portion equal to the number of assigned teaching hours on the designated Flex days (for 18-week assignments only). If the overload is for an online class then the online calculation would apply.

Fall Flex Days:  Wednesday, August 29, 2018, Thursday, August 30, 2018 and
  Friday, August 31, 2018

Spring Flex Days:  Monday, January 28, 2019 and Tuesday, January 29, 2019

Example:


Overload Assignment:

Thursday – 3 hours

 

Friday – 4 hours

 

Total – 7 hours of Flex Obligation Due

If the overload Fall 2018 assignment offer does not include teaching on designated FLEX  days (Wednesday, Thursday and/or Friday), there will be no obligation.  Follow the same formula to determine your Spring 2019 Flex obligation.

Team Teaching:  18-week classes that are taught by more than one instructor will have their flex obligation calculated on a class-by-class basis. 

Online Teaching:  18 week classes that are taught online will have their flex obligation calculated based on the contract load.

ADJUNCT:

The FLEX obligation will be equal to the number of assigned teaching hours on the designated Flex days (for 18-week classroom assignments only):

Fall Flex Days:  Wednesday, August 29, 2018, Thursday, August 30, 2018 and
  Friday, August 31, 2018

Spring Flex Days:  Monday, January 28, 2019 and Tuesday, January 29, 2019

Example:

Adjunct Faculty teaches: Thursday – 3 hours
  Friday – 4 hours
  Total – 7 hours of Flex Obligation Due

If the adjunct Fall 2018 assignment offer does not include teaching on designated FLEX  days (Wednesday, Thursday and/or Friday), there will be no obligation.   Follow the same formula to determine your Spring 2019 Flex obligation.

Team Teaching:  18-week classes that are taught by more than one instructor will have their flex obligation calculated on a class-by-class basis.  Only the instructor who is scheduled to teach on a flex day will have a flex obligation. If the class is online then the online calculation would apply.

Online Teaching:  18 week classes that are taught online will have their flex obligation calculated using the following formula.
Fall:  3 flex days divided by 5 (days) times Weekly Contact Hours (WCH) = flex obligation
Spring:  2 flex days divided by 5 (days) times Weekly Contact Hours (WCH) = flex obligation

4. Workshop presenters will receive double the Instructional Improvement (flex) credit because of preparation time.  The flex coordinator or designee will be responsible to input the correct hours for presenters.  Presenter must contact the Flex Coordinator to receive the extra flex credit.

Example:
2-hour workshop presenter will receive 4 hours Instructional Improvement (flex) credit.
5. Deadline Dates:

Faculty who do not meet their Instructional Improvement (flex) obligation will have their pay docked for each hour that is not completed.

Adjunct faculty must meet their Instructional Improvement (flex) obligation each semester, and mark it as completed, for both workshops and independent projects by the following dates:

Fall 2018: 12:00 noon on Friday, January 4, 2019
Spring 2019: 12:00 noon on Friday, May 10, 2019

Your flex obligation must be met each semester. If you have excess flex hours from Fall those hours can be used to meet your Spring obligation. Any excess hours from Spring cannot be carried over to the next academic year.

Contract faculty must meet their Instructional Improvement (flex) obligation each semester, and mark it as completed, for both workshops and independent projects by the following date:

Fall 2018 & Spring 2019: 12:00 noon on Friday, May 10, 2019

The Vice President of Instruction will be responsible for addressing concerns of failure to meet the flex obligation.  The semesters are defined as follows:

Fall 2018: August 29, 2018 through January 26, 2019
Spring 2019: January 28, 2019 through June 7, 2019

6. Since an instructor’s Instructional Improvement (flex) obligation can be met by independent contract throughout the semester, faculty may not submit paid leave in lieu of flex.
7. Faculty may not teach another class (short-term, weekend, overload, summer, etc.) to meet their Instructional Improvement (flex) obligation.
8. Instructional Improvement activities may include (per Title 5, Section 55724):
  • Course instruction and evaluation;
  • Staff Development, in-service training and Instructional improvement;
  • Program and course curriculum or learning resource development and evaluation;
  • Student personnel services
  • Learning resource services
  • Related activities such as student advising, student orientation, matriculation services, and student, faculty and staff diversity;
  • Departmental meetings, conferences, workshops, and Institutional Research;
  • Other duties as assigned by the district;
  • The necessary supporting activities for above.
9. Release time does not have an Instructional Improvement (flex) obligation.
10. Non-classroom assignments do not have an Instructional Improvement (flex) obligation.
11. Classes begin:

Fall 2018: 09/04/18
Spring 2019: 01/30/19
12. Faculty should enroll in flex workshops before the workshop sessions. However, the flex system allows enrollment up to midnight on the day of the workshop. Online verification of completion of instructional improvement activities by faculty will be required by the Deadline Dates listed above.
13. To offer a workshop and have it added to the Workshop Registration List: 1) complete and submit the online Workshop Information form at least 10 working days before the workshop; AND 2) when submitted, the form is automatically sent to you and the Flex Coordinator. Forms are available online on the Flex website.
14. Independent Project – an activity that an individual faculty member uses to enhance the quality and effectiveness of their instructional knowledge and/or skill. Faculty will be required to self-report completion of an independent project.
15. Independent Project proposals must be submitted at least 10 working days in advance of the activity. Independent Projects will need to be reviewed by the Program Dean before you can proceed.   If during the origination of your project you have questions or feel that your activity does not seem to fit the guidelines, it is best that you check its eligibility with the Program Dean.  After this consultation, a project proposal may need some modifications to receive full flex credit.

Independent Projects must be submitted for review before the following deadline dates:

April 12, 2019

For independent projects that have been submitted (“In Process” status) and approved (“Input” status), faculty must return to the flex contract after completion of the project to:  1) mark the project as completed; and  2) click the submit button to receive flex credit.

16. Since the FLEX obligation is “in lieu of instruction,” this obligation must be met each semester for all adjunct faculty.  However, if there are special circumstances, they will be considered on a case-by-case basis.  Faculty may request an exception via the Program Dean.
17. All faculty with a Fall or Spring assignment are in the flex system and eligible to attend any flex workshops, even if faculty do not have a flex obligation due for the semester.
18. If you teach BOTH an 18-week classroom assignment at Continuing Education AND a 16-week classroom assignment at City/Mesa/Miramar College(s), you may have a flex obligation due at both Continuing Education and City/Mesa/Miramar College(s).  You must check both systems:

19. System Requirements:
  • Windows 98 or better, including Windows ME, Windows NT 4.0, Windows NT 2000, or Windows XP.  Or MAC OS9 or better.
  • Netscape 4.03 or Microsoft IE 5.0 or better.  Other browsers may work, although they have not officially been tested and support is limited.
  • JavaScript enabled.
  • Cookies enabled.
